I'm surprised Walmart never bothered to change the design of the ice cream packaging to something more modern or more in line with the current Great Value packaging (or one of their other value oriented brands). I can confirm for you that it's not new old stock, though: Walmart has actually been using this design virtually unchanged ever since the Great Value redesign all those years ago. (They carry these at my local Walmart, so I'm very familiar with seeing them!) The major change is that they removed the old GV logo from the packaging, and never put the new one on there.
